The Online Trust Index is an independent consortium of consumers and digital industry professionals committed to bringing greater transparency to the digital marketing space — starting in the Texas Panhandle, where the need is real and the reliable reference material is scarce.

Every city has a version of this problem. A business owner needs a website. They search online. They find several local agencies with polished websites, client testimonials, and confident claims about their results. They make a decision. Sometimes it works out well. Sometimes — more often than the industry would like to admit — it doesn't.

The problem isn't necessarily bad faith. It's a structural information asymmetry: vendors know far more about their actual capabilities, subcontracting arrangements, technical standards, and post-launch reliability than any prospective buyer can easily determine from a website and a sales conversation. The result is a market where a business willing to invest $5,000 to $15,000 in their online presence has fewer reliable tools for evaluation than someone buying a $500 appliance.

The Online Trust Index was established to close that gap — methodically, transparently, and without financial relationships with the vendors we evaluate.

Our Mission

The Index exists to give consumers access to honest, sourced, and regularly updated evaluations of digital service providers — with a particular focus on preventing deceptive trade practices in the digital marketing space. We define deceptive trade practice broadly: it includes not only outright misrepresentation, but the subtler patterns of inflated credential claims, unverifiable ranking assertions, undisclosed subcontracting, and the presentation of template-based work as custom development.

Our scope begins with web design and digital marketing — the services where information asymmetry is highest and the consequences of a poor vendor decision are most significant for small and mid-size businesses. We intend to expand into adjacent areas over time as our evaluation framework matures and our market coverage grows.

Every claim in an Index evaluation is sourced to publicly verifiable data. Business records, third-party reviews, technical audits, and observable portfolio analysis — not vendor self-reporting.

Editorially Independent

No company pays to appear in, be ranked by, or receive favorable coverage from the Index. Our revenue model does not depend on the vendors we evaluate. Where conflicts exist, we disclose them explicitly.

W.R. Merritt brings more than 20 years of experience in the marketing industry to his role as the founder and Director of Evaluation of the Online Trust Index. Over the course of his career, Merritt has worked as an independent consultant alongside digital agencies across the United States and internationally — giving him direct, operational insight into how agencies actually function at the level below their marketing materials: how they price their services, how they staff their projects, where the gap between promised and delivered work tends to emerge, and what distinguishes vendors who consistently serve their clients well from those who do not.

That vantage point — neither the buyer's nor the vendor's, but the consultant's who has seen both sides of the table across many markets — is the foundation of the Index's methodology. Merritt does not evaluate vendors based on reputation or relationships. He evaluates them based on what is publicly observable, independently verifiable, and honestly documented.

Merritt is based in the Texas Panhandle. His decision to launch the Index's first market evaluation in Amarillo reflects a direct familiarity with the local digital services landscape and a conviction that the region's business community deserves the same quality of independent reference material available in larger markets. Lubbock and Abilene evaluations are currently in development.

How We Evaluate

The Index's evaluation framework is built on four weighted categories applied consistently across every market and every vendor category we assess. The weights are not arbitrary — they reflect the relative importance of each factor to a buyer's actual experience over the course of a vendor relationship.

Verified client reviews (40%) — Sourced from Google, BBB, Clutch, and UpCity. Weighted by recency, volume, and specificity. Generic or potentially incentivized reviews are discounted. Review pattern analysis — including reviewer history and posting concentration — is applied to identify anomalies.

Portfolio and standards compliance (25%) — Observable portfolio depth, use of custom versus template-based builds, mobile responsiveness, Core Web Vitals performance scores as measured by Google PageSpeed Insights, and adherence to current web development standards including accessibility compliance.

Service breadth and documented outcomes (20%) — Range of verifiable services, documented client results that can be independently corroborated, and evidence of post-launch support as a structured offering rather than an afterthought.

Business legitimacy and longevity (15%) — Years in operation, BBB accreditation status, verifiable local ownership, business registration records, and community standing including chamber membership and third-party recognitions.

Eligibility for inclusion requires that the owner-operator reside in the market being evaluated, that a verifiable and consistent online business identity exist, that a portfolio of completed live work be publicly accessible, and that a minimum of three independent verifiable client reviews be present.

Market Coverage

The Index launches with its first evaluation in Amarillo, Texas — the anchor city of the Texas Panhandle and a market we know well. Our Amarillo web design evaluation is the first in a planned series covering Texas Panhandle digital service markets. Expansion into adjacent Panhandle and Southwest Texas markets is planned on a rolling basis as each market's evaluation is completed to Index standards.
